If it's a wall charger then it's original equipment. Otherwise, such as if it's a car charger, it's an accessory.
I am not sure who invented the phone charger First but In the year 2000, Wen-Chin Yang applied for a patent for a mobile phone battery charger. After few years a company able to create a portable phone charger. Apart from that recently Eesha Khare named guy invented charger that charge the phone in 20 seconds. However now there are many stores like "Amazon" selling normal phone charger.
There is no safe way to charge a phone without a charger made specifically for that phone/battery
The charger with the 900ma output will charge the battery faster than the charger with a 500ma output. The phone with the 900mah battery will last longer between charges than that of the 500mah battery.
