Area code 317 was one of the original 86 area codes assigned in 1947. Those original area codes were assigned by two criteria: (1) area codes that served an entire state had a 0 in the middle (e.g., 207 = Maine), while codes in states with more than one all had a 1 in the middle (e.g., California = 213, 415, and 916), and (2) the relative importance of a state or city roughly correlated with the total of the first and third digits - in other words, codes like 201 and 212 were at the top of the heap, while codes like 307 and 618 were for less busy places.
