If it is one floor or one half of the building, some one hooked the pipes up backwards in the basement. If it just started, some one had some sort of Plumbing work done and that is messed up and the hot is back flowing somehow. Of the affected units, who had work done ? You should be able to access the pipes in the basement , follow the cold to where it breaks to those units affected and find out where the cold pipe is hot. Backtrack from there to find the problem. It shouldn't be that hard to find or fix.
