The signals received from, and sent to, the ISP can use different technologies. This includes different voltages (if voltages are used at all - not all technologies use conducting wires), different ways to encode the parts of a message ("frames" in this case), etc. Computers are not normally equipped to handle scores of different networking technologies by themselves; rather, it makes more sense to connect them to a device that handles the specific technology involved.
