Kitchen faucets and (in general) most water valves are noisy because they cause turbulent flow.

When flowing water encounters sharp edges or right-angles, turbulent flow and noise will result. Well designed fixtures that expose flowing water to smooth edges and contours, as well as being made of thick (vs thin) metal will be quieter. The strategic use of rubber and other sound-absorbing material in the fixture can help.
