I can't tell you the value of your set, but I can tell you how to find out. Things like tea sets, china, dolls and other collectibles are based on secondary market values. This is a little like the Stock Market it because it goes up and down with interest by secondary buyers, so the value of an item can change by the day, week or month. Each year books are put out about secondary values for items. These prices are based on the current market value when the book was published so they can be different when you look them up. Go to a bookstore and find the secondary value book on china, look up Winton, and then to tea sets. You will need to know what the hallmark on the bottom of your set looks like and the name of the pattern. If you know the year it was made that sometimes helps and a list prices will be given for your set. Selling your set is another matter once you have the value. You could take it to the antique mall near you, but the person there will usually give you a less than secondary market price for your items. There are collectible magazines where you can post an ad to sell your set or you could list it on EBay. When I list something on EBay I will look for items of similar value to see what they are priced so I can price it around the same or less.
Exactly as much as you can get someone to pay for it.
