Yes, but it's difficult. In any normal designation the local authority are the planning authority (PA) and received centralised targets for new homes ever 16 years or so. Now in a National Park, the National park are the PA and although do receive housing targets from central government, they are normally in the hundreds rather than the tens of thousands!
