Well basically, if it is colored, murky and has little things in it it is dirty.

edit: Human eyes are incapable of determining water quality. Some microbes require very low numbers in order to cause infections, such low numbers will not cause cloudiness in the water. Current knowledge dictates that it is advisable to boil river water for a time before drinking.
