If there are alot of the rocks loose and ending up in the pool- the chances of saving the surface are not good- however if you could find a epoxy river rock installer to re-do the river rock over the existing - that would be the most cost effective solution . The old river rock deck does not have to be removed , as in any other deck surface applied. The old deck is pressure cleaned and then new epoxy river rock is installed over- another 20 or so years can be expected from this deck if taken care of properly
