Well, there is a lot of movement, because of all the fish swimming in the ocean. So it could sometimes be quiet, and sometimes not. Only two people have been to the deepest known trench on the ocean floor in 1969. they descended for hours in a ballast filled with gasoline. They got one picture of a creature on the floor of the trench and then upon touching down stirred up too much particulate matter for any other observations. since the matter neither settled nor was swept away by current i would have to assume that yes the bottom of the ocean is quiet.
