There is more than one river near New Orleans, but the largest one is the Mississippi River, which flows to the Gulf of Mexico.
The Mississippi flows into the Gulf of Mexico just south of New Orleans.
It's mouth is at the Gulf of Mexico (New Orleans, LA)

The Mississippi River flows through both Memphis and New Orleans. It is one of the longest rivers in North America, stretching over 2,300 miles from its source in Minnesota to its outlet in the Gulf of Mexico.
It doesn't flow into a "sea". It flows into the Gulf of Mexico, part of the Atlantic Ocean. The Gulf is much larger than so many " seas " such as the Sea of Japan, between Russia and Japan, and the Aegean Sea of Southern Europe.
It flows southward into the Gulf of Mexico.

The Mississippi River starts in Lake Itasca, located in northern Minnesota. It flows almost the entire length of the United States, from north to south, until it empties into the Gulf of Mexico at its delta, southeast of New Orleans, Louisiana.
