There are 3 observation areas located on the Statue of Liberty. One area is near the top of the pedestal, one is in the crown atop the head, and one very small area is in the rim of the torch. (The latter is not open to the public.)

There is an observation deck in the crown of the statue, however since 9/11 no access inside the statue has been permitted. Currently, the pedestal at the base of the monument is as high as you can go. There is a strong movement underway to reopen it, but there has also been resistance from the National Park Service for safety reasons. There is no alternate exit from the interior, meaning even a small trash can fire at the bottom could be deadly for those above. The interior was never really designed for tourists, and was originally meant only as maintenance access.
To get to the observation deck, take the elevator or stairs to the highest floor of the building. Follow signs or ask staff for directions to the observation deck, where you can enjoy panoramic views of the surroundings.
Probably the Empire State Building. (It does have an observation deck.)
