Technically you can play any army against any army, and any army with any army, except where rules specifically state that you may not (E.g. Black Templars may never ally with an army containing pyschers) It would however be extremely unusual, but so long as you have a good background story, it should be fine.

No. Better than Wolves does not use the Forge API anymore, which renders it incompatible with most other major mods. Anyway, industrialcraft does not fit in very well with Better than Wolves. If you were to play the two mods alongside each other, you'd find that it would make the gameplay completely unbalanced.

This depends on the size of the squad, and in what scenario they are. If it is 1 Space Marine vs. 10 Fire Warriors, the Marine doesn't stand a chance and vice versa. Also, Space Marines are better all-rounders where as Fire Warriors are excellent long range firepower troops. At range the Fire Warriors should come out tops, but at short range and close combat the Space Marines would crush the Fire Warriors. On a point by point basis, the average Marine is worth 16 points, and a Fire Warrior is a worth 10. So if the squads are equal in number, the Space Marines are technically a stronger squad.
