Sadly, no. The real ones work because of physical and spiritual energies going into the planchette, and the internet Ouija boards are programmed with only a few responses, hence the concept for the old 8-Ball.

No. If you think it'd work online then you must not even know the basics of how it works. It works because your ENERGY is being used - the ghost can't work alone! It needs your energy to work but when you play online it'll probably say "invalid question" or something like that. Only play with a real one or one you made but if you make it make it realistic at least, never burn it, and always play with a partner.
