What kind of blinds and which direction. Mini blinds. In width, draw the blind all the way up, hold tightly, and a hacksaw can be used to cut the ends. A power miter saw can be used if you hold the blind VERY tight and go VERY slow on the cut. If not experienced I would use the hacksaw. You can only shorten them by about 2 inches in width. In length, the bottom rail come off, shorten how ever much needed and reinstall the the bottom.
