It can learn quite alot of good moves. So I suggest you get it because its a very useful pokemon, especially when it knows solarbeam and aerial ace.

Well not every Pokemon can learn all the hm moves, try tropius.

It doesn't learn Sunny Day through level up. It can, however, learn it through TM.
It cannot learn Solarbeam. You must give it the TM Solarbeam.

if you're prepared to used TMs then tropius can learn a pretty broad range, mostly grass but ground, flying, poison, 1 steel and 1 bug. cacnea/ cacturne is better though for a wide range of moves.
tropius will never evolve because tropius is a Pokemon that does not evolve
