In relation to other, more "sophisticated" games such as Cosmic Encounter, Settlers has simple rules, but is still a game of endless strategy. From the random generation of the island to deep gameplay, Catan allows for intense strategy and thought. The difficulty of the game is truly based on the skill of one's opponents. Play with newbies and the game will be relatively simple and short, but sit down with long-time players, and you'll find yourself considerably challenged. Any board-gamer should give The Settlers of Catan a good try. I haven't spoken to a single person who didn't love it.
