There used to be public bathrooms in the subways, but they were closed, in the early 1980s, I think. The city decided to close the bathrooms because so many people were doing drugs and prostituting themselves in them. Now you usually have to find a Starbucks or some other restaurant that will let you use the bathroom.
There are a few public bathrooms in the city: there's one at Bryant Park, on West 42nd Street between 5th and 6th Avenues, for example. However, it closes when the park closes. Most police stations will also let you use their bathrooms. There's also a public bathroom at Grand Central Station, and at Penn Station.
