Acts 15 in the New Testament outlines the meeting of the Jerusalem Council. The council was called because Gentiles were being told they had to be circumcised (as part of the law of Moses) to be saved. The result or "accomplishment" of the council's meeting is known as the apostolic decree (Acts 15:20, 29; 21:25). It is a list of requirements for Gentiles.

The "times of the Gentiles" refers to a period of Gentile dominance and control over Jerusalem, as mentioned in the Bible. The "fullness of the Gentiles" refers to the completion of the Gentiles coming to faith in God. In biblical prophecy, it is believed that the "times of the Gentiles" will end when the "fullness of the Gentiles" is reached, leading to a restoration of Jerusalem and the fulfillment of God's plan.
Gentiles had recently been allowed into the congregation, and the Jews felt that these men should be circumcised, "according to the custom of Moses." The Gentiles didn't agree with this. Paul and Barnabus and some others went to Jerusalem to have the "apostles and elders" settle the dispute. They decided the Gentiles would not be required to be circumcised.
