Well in Canada we have what's called a Graduated Licencing System, and you can start when you turn 16. You can take a test and receive a G1 licence, that means you can only drive with someone who has had their full licence for at least 4 years. In the U.S. I'm pretty sure you can get your full licence when you turn 16....no graduated system there.
