You cannot bring rocks that have been picked up off the ground or beach into Australia. Anything that contains any soil or plant life poses a biosecurity risk and will be seized by Customs if they are not declared. If they are declared, and you permit them to be treated by Customs (which involves spraying to kill any parasites or eggs) you will probably be allowed to keep them. Rocks that have been completely cleaned and possibly even polished are permissible, but it is always wise to declare such items so they may be inspected.
