China never had ownership or sovereignty over Samoa. Under the Tripartite Convention of 1899, the control of the islands was split between the US and the German Empire. The eastern islands remain a territory of the US, known as American Samoa.
The western islands became German Samoa until World War I, thereafter the New Zealand protectorate called Western Samoa, and finally independent Samoa in 1962.
