All members of the World Organization of Girl Guides and Girl Scouts (WAGGGS) follow the rules and guidelines of WAGGGS, so yes, they are the same in many ways, but they are also different. They all follow the Girl Guide/Girl Scout Law although it may be written somewhat differently depending on the organization in each country.
The girl scouts in the Philippines has 10 laws and a scout promise. The scout promise says, "on my honor, I will do my duty to god and my country; to help other people at all times; and to live by the girl scout law".

Generally, a Girl Guide or Girl Scout organization will change their Law to make it more current to the times. Sometimes it is changed to make it easier to remember. When ever the Law is changed, it must follow the guidelines set by the World Association of Girl Guides and Girl Scouts (WAGGGS). A Girl Scout is a member of the Girl Scouts of the USA (GSUSA). She is a girl, between the ages of 5 and 17, who follows the Girl Scout Promise and Law, pays national dues, follows safety guidelines and participates in a wide variety of activities! Adults age 18 and older may also join GSUSA as adult Girl Scouts. GSUSA is a member of the international orgainzation, WAGGGS (World Association of Girl Guides and Girl Scouts). Or she is a member of many other Girl Scout organizations around the world such as Girl Scouts of Japan, or a member of a Girl Guide organization. Girl Scouts participate in a wide variety of activities, depending on what the troop or group chooses to do. Activities are designed to provide the girls with an accepting and nurturing environment and to develop leadership skills, strong values, social conscience and self-worth.
