The US Navy has had several ships make port calls since 2004, but there are no bases here, yet. It would not surprise me to see a US Military presence in Vietnam by 2020. Vietnam and China have a cold relationship, so that could open the door for the US to reestablish itself in Vietnam (with the blessing of the Vietnamese government of course).
