No not at all. It used to be a full monarchy until 1911 when it became the Chinese republic. During the following years there was a brutal civil war between the republicans and the communists. In the end there was no winner, however the nationalists(republicans) were pushed into the island of Taiwan, and the communists took over mainland china.
Both groups claim all of china, however the communists only control mainlaind china and some islands. This is known as the People's Republic of China. The republican nationalists control only Taiwan, this country is known as The Republic of China, most people call it Taiwan though as not to confuse the two
