Just like any large city: it has a grid-like pattern in the downtown part of the city, but most developments made after the 1950's are of organic nature and have different patterns to accommodate the increasing traffic and mass transit systems. If you look at Google Earth or any map of the city on the web, you can see such arrangements.

On the other hand, if you mean how are the roads repaired, they usually pour a mix of asphalt and small concrete pebbles on any pothole or cracks that are easy to fix. On larger stretches of road they first remove the asphalt with a saw-like machine and then pour the aforementioned mix. Finally, they flatten the "patch" with a steamroller.
