I am not sure of your saying. However, Mecca (or Makkah) is the holiest Islamic site and that is why it is allowed only for Muslims to live in or visit it. This is just to assure that no practices against Islam rules being committed in it (as fornication, drinking alcohols, gambling, ...etc). I believe that the Vatican also following the same rule and they don't allow non Christians to reside in Vatican.
