Rats do not Migrate. They multiply at such a rate and the young move on to start their own families. This seems like they migrate. A homing device placed in an adult pair woudl show they stay while the young move on. The rate they multiply gives the appearance that they migrate. The old die off and the young move on.
Bull Sharks migrate into the fresh water rivers and channels to give birth. Giving birth in fresh water prevents other sharks from eating their young. Bulls are one of the only sharks that can live in either salt or fresh water, giving them the ability to migrate into the fresh waters leaving the threat from other sharks behind

The metal bands are to keep rats from climbing the trees. Rats will climb a palm tree and gnaw on the coconuts until they fall to the ground and split open so they can eat the insides. This poses a hazard to people who may be walking underneath the trees. The metal band keeps the rats' claws from sinking into the bark and hinders their ability to climb.
