It is under the cowl thing. You must remove the wipers. MAKE SURE YOU MARK THE LOCATION OF THE WIPERS ON THE WINDSHIELD.
This happens sometimes. Try pressing the chrom button to release windshield washer fluid. The wipers will wipe the windshield 4-5 times and should recede to their correct resting position on their own.
the wiper motor is located under the cowl right below the windshield you have to remove the wipers to be able to get to this part. when you remove the wipers you should have two screws on each end of cowl followed by clips on front under hood. then there is a plate you take off to be able to remove the motor. before you remove the wipers mark them so that you can place them back like they were
On a mark 4 jetta, the TCM is located underneath the windshield wipers (sort of). To get to the piece you'll have to remove the plastic grate at the top passenger side of the engine bay. The TCM is next to the air filter that you will see.
Probably the turn signal stalk, (multi purpose switch) is what it's called. Turn signals, wipers, flashers etc. are all in that switch so any one of the items can go bad so the whole thing has to be changed, around $50.00 for the part and then you have to change it or have it changed.
You will need to remove cowling grill assembly from vehicle usually a series of screws and clips which will then expose wiper linkage system, look for bolts holding in wiper motor, and remove assembly ensure you put a mark on windshield where wipers are to easy when you attempt to put them back on vehicle.

Your wiper motor is broken. Inside the motor a wire is burned that the wipers bring back in off mode. Just replace the wiper motor.
Disconnect the electrical connections and remove the 4 bolts.
Unfortunately you have to remove the tank, siphon as much as you can and then remove the tank.
Mark where the wires go, disconnect the wire connector, remove 4 screws and remove. Reverse the procedure to install.
