Spain has the first place with about 39 million and USA second place with around 22 million and the rest is divided between all Latin America except Brazil and even Philipines. Actually it was the fourth about 20 years ago and still.

In other words they are only official in the Autonomous Communities that have legalized them. The vast majority of the inhabitants of the the the 3 Autonomous Communities that have legalized a second language (Catalonia, Galicia, and the Basque region) read, write, and speak Spanish even though it is not their preferred language.
