Romania is a member state of the European Union. According to Romania's Constitution, Romania's territory is not dividable. Romania is not a federative, confederative or union-like state, so it does not have autonomous subdivisions which can be called states. The country is divided into 41 counties (including the capital, Bucharest), not states. It is important to mention that the country was formed by unifying some medieval states and also attaching the Hungarian Transilvania after the end of WWI.

Another province - Bessarabia (Basarabia in Romanian language) was a part of the Russian Empire. Note that during the antiquity some provinces of the today Romania are parts of the Roman Empire; and during the middle age Romanian provinces were included in the Ottoman Empire as vassals.
