There are nine panhandle states:
Alaska, Idaho, Nebraska, Texas, Oklahoma, Florida, West Virginia, Maryland, and Connecticut.

I'm not positive about all the states, but I'll take a shot at it. I suspect that the five states are: Texas, Oklahoma, Kansas, Colorado and New Mexico, with the two "panhandle" states being Texas and Oklahoma.
