I would choose Costa Rica. You can live there like a king with a small amount of savings and the beaches are amazing, almost magical. If you like tropical weather is doesn't get any better than that. Crime is reasonably low for that part of the world, and its probably the safest country to live at in Central America. The police are not as corrupt as its neighbors (or so I have been told anyway). I would move there if I could speak Spanish & had family there, and if I was not so lazy.

No, because one person would be in charge of the whole country . No one could vote on a discicion because that person would have all control of the country.
Because there life could be endangered in whatever country they live in and the country couldn't do anything about it if it's not illegal so they would come to a different country where it is illegal

Depends where you live. Every Country/State has cheap wood, ...in the USA (Northeast) where I live, I would choose pine. Easy to work with, and can take a variety of stains.
I recommend someplace where you speak the language and are familiar with eh government and law. If I could choose I would live in Madison Wisconsin.
