Because there life could be endangered in whatever country they live in and the country couldn't do anything about it if it's not illegal so they would come to a different country where it is illegal

It depends on the reason that they became refugees. If the refugees became refugees because there was a war, riot, etc. they wouldn't be able to live anywhere and would die. And if the reason they became refugees where because the government was gonna put them in jail the could just go to jail.

This is a strange question. Social science studies society, it does not govern society. Governments govern. Refugees may have trouble creating a legal will, because they often do not have enough identification to legally establish their identity, and it is often not clear what their nationality is or under what jurisdiction their will would be executed. Aside from that, refugees generally do not have a lot of property to bequeath to their heirs, anyway. There is only so much you can carry with you, when seeking refuge. If they try to bequeath property that they left behind wherever it was that they fled from, their ownership may not still be recognized. Refugees generally flee from hostile governments, and hostile governments are not likely to defend the legal rights of those refugees. Social scientists are not to blame for any of these difficulties.
Islamic countries surrounding Israel/Palestine all have UNRWA camps where Palestinians live in perpetual refugee-ness. In Lebanon, they do not even have work papers (forget citizenship or residency) that would allow them to leave these camps on a regular basis, let alone citizenship. In Syria, they can get work papers, but not citizenship or residency. In both countries, but more commonly in Lebanon, these UNRWA camps are violently attacked and destroyed (look at Nahr el-Bared in 2007, as a perfect example). In Jordan, there is discrimination between '48 refugees and '67 refugees where the former get Jordanian citizenship and the latter are locked in camps. The governments in Lebanon, Syria, and Jordan prefer that this system is maintained because otherwise the Palestinians would be economic competition with citizens and increasing unemployment, which would threaten those autocratic regimes.

If Arab governments permitted Palestinians to become citizens of their states, it would offer a viable solution to the Israeli-Palestinian Conflict especially where refugees are concerned. This would help to legitimize Israel, which is something that the Arab States prefer to avoid. Therefore they allow these refugees and their descendents to suffer needlessly to strengthen their political ploy that Israel needs to go. Unfortunately, Arabs are not critical of this particular government action which expresses inhumanity to their own Arab brethren and prefer to tow the government line and blame Israel for a pitiable situation for which it is not responsible. (This is not to say that Israel does not have concessions to make with regards to Palestine, only that the situation of Palestinians in Arab countries is not within Israel's control.)
Governments would benefit from being less dependent on imported energy because they could use the money in their own countries on creating new, better ways to get energy and that would save them money because they would not have to rely on other countries to get energy.
This would depend on where you are at, some governments may allow it, others not
you have countries such as Slovakia and Bulgaria, but if they had governments that Hitler did not approve of or were uncooperative, then they would have been taken over.
Some countries allow prostitution and have laws to control it. Some countries allow it but do not regulate it. Others countries have legislation making it illegal though even in such countries it would be impossible to stop it completely.
