In the war against Croatia and Serbia who won?

The war in what was Jugoslavia involved Croatia, Serbia and Bosnia. The end of the war saw Bosnia's country and people torn apart. Perhaps Croatia and Serbia both fared better but neither could be declared a winner. As the country was broken into its smaller constituents, each one had losses to cope with and a vast amount of rebuilding.

After the fighting died down, Serbia (or rather Milosevic and his close political allies) was judged to be theaggressor. International sanctions were imposed and the new state of Serbia and Montenegro was soon seen to be the poorest country in Europe.

Later, Serbia began a campaign against Albanians in the region of Kosovo. The events lead to anintentionalresponse in which Nato planes destroyed large parts of the Serbian transport and communications infra-structure, leaving it in a worse state.

Although few would consider any country to be a winner in the Jugoslav conflicts, perhaps Serbia will always be considered the ultimate loser.
