The city of Berlin, during the Cold War era (1945 - 1989) was divided into two sections, which were known as West Berlin and East Berlin. West Berlin, originally controlled by Britain, France, and the US, quickly reverted to German control. East Berlin remained under Soviet control (which is to say, it was controlled by the USSR) until 1989. The city of Berlin existed on the border between East and West Germany. It was not contained in just one sector of Germany, it was in both.
