During the 1980's Ireland was a second world country (a quickly developing country) with government focusing on education, foreign investment and exporting agricultural products (particularly beef and dairy). The result of this was an economic event in the mid 90's known as the celtic tiger. The Irish people were cheap labor (due to the country's low cost of living) but also well educated (due to free college education) causing many IT companies to establish their European headquarters in Ireland including Dell, Yahoo, Microsoft and even Facebook and Google. Also Irelands low corporate tax allows for these companies to run their business very cheaply in Ireland while still having access to trade in the rest of the EU.

Third level education is still free in Ireland and IT is still considered a well established industry in Ireland.

While media (both Irish and external) perceives Ireland as an agricultural nation the reality is that only a small percentage of the population is still in agriculture and the vast majority is in the service industry. The image is encouraged because most of Irelands tourist attractions are natural wonders (as opposed to manmade wonders) and many other nations view Irish food with high esteem which helps Ireland export it. Recently Ireland made a deal to provide China with all its milk and beef and with China being the most populated country in the world this is a very profitable deal for Ireland.

That, in short, is why Ireland is a developed country.
