Yes, in places, there is a lot of flat land too. The St. Lawrence valley and south of the river is quite flat though there are some peculiar old eroded volcanoes popping out of plains in the eastern townships. The north side of the river is much more textured and these mountains are called the Laurentians/Lauretides. The Gaspe Peninsula in the east has mountains as high as 1200 m and up in the far north east there are mountains close to the 1500 m mark which are the highest mountains in Canada east of the Rockies.

Yes. Hilly is an adjective.
The terrain in Quebec is varied, as it is the largest province in area. It contains thousands of lakes, as well as plenty of rivers running through it. The northernmost part of Quebec is skirting on the Arctic, so the terrain there is much like Arctic tundra sort of plains. Southern Quebec is much like a plateau, but the majority is dominated by the Canadian Shield, a mixture of the rock masses peppered with a shower of trees.
The opposite of hilly is flat or level.

The term "hilly" functions as a subject complement when it follows a linking verb, describing the subject of the sentence. For example, in the sentence "The terrain is hilly," "hilly" provides information about the terrain, characterizing it. It can also be used as an adjectival complement to modify a noun directly, as in "a hilly landscape."
