At this point it is neither. Depending on the on situation they can be adverse to US policy. To some extent they are now closer to a cold war stance than they have been since 1989. The invasion of the Ukraine shows an attitude and an attempt to reform the Baltic countries under Soviet control. These nations have a great deal of Natural Resources and their position in the world Russia sees as a buffer between the NATO alliance and Russia. This is especially true since the US placed missiles in Poland and since Germany is unified and not under Soviet control in East Germany. Russia is also backing and selling arms to Iran which doesn't make the US happy. So, there are differences between both nations and depending on who wins the presidential race in 2016 this could escalate towards a cold war type of relationship. Russia is out to prove they are still strong, to be feared, and important on the world stage.
