Yes, sort of. When the Netherlands was formed some provinces set off against the Bourgundians to form their own land, in the 16th century, also the provinces in what is now Belgium and Luxembourg. The British called all those provinces the Low Lands. So originally there were more then one, which explains why the Netherlands is plural. In Dutch they say Nederland, which is not plural.
