There are for sure countries that don't have any mines, but most countries have some sort of mineral potential.
If any "country" didn't have any it would most likely be Vatican City as it is so small, it also would have a hard time access any of minerals if they existed.

Every country/person have minerals. Of course some country such as Japan does not have much mineral for overall industrial use.
Also, country like china and Africa that can somewhat ignore environment can dig or refine easier than usa etc.
