The "vaquero" word is plain Spanish, as vaqueros existed in Spain before Mexico was discovered during the Age of Exploration (1518). However, the modern vaquero profession (having sombrero, iron spurs, and riding a horse) was "invented" by Mexican cowhands who tended to cattle in ranches or "haciendas" located throughout central and northern Mexico between 1600 and 1800.
