California has the best and most user friendly bottle (and can!) deposit laws. Something we all know as CRV, our wonderful California Redemption Value. Here the going rate is $1.55/lb for aluminum cans with many scrap metal dealers paying as much as $2.00/lb. Michiganders and Yoopers will try to say that they have the best deposit law with the $.10 return but I only hear that those redemptions can be paid by grocers and their limits aren't as high as scrap yards. I just read that a scrap yard somewhere in Michigan will only give you about $.50 per pound for aluminum cans. If any of you Michiganites want to respond and prove me wrong, please do. But, to answer your question, of the states you listed, California has the best return rate.
This is a true quarter truth if I ever saw one. The question had a simple answer; five state names followed by the most accurate possible estimation of recycling rate per capita or per unit of total waste output. If I had that information at hand, I would gladly share it. However praise worthy California's recycling program might be, a 133 word brag on California's CRV that did not provide a quantified answer even for California is...I take it back...not even a quarter answer.
