No. Liecester was not a major city and is not even today. Granted it is a high commercial and manufacturing city, its influence really does not exceed outside the UK. The richest city in Europe in the 1950s was most likely a much larger city, such as Paris, London, Berlin, Rome, Moscow, etc. However, you do have to take into account that this was just a few years after World War II.
