The Ostend Manifesto
In 1854 the US was offering Spain $130 million for Cuba. If Spain failed to take the offer, reportedly the US was going to seize the island. The South loved the idea because Cuba, at the time was a slave colony of Spain.
The Ostend Manifesto was a document written in 1854 to suggest the annexation of Cuba from Spain. It was thought that annexing Cuba would greatly enhance America's agricultural output by moving thousands of slaves to the island.
The Yobitchuary document
Cuba had been the object of US ambitions since the Jefferson administration. In 1854 US diplomats in Europe had written the so-called Ostend Manifesto. This was a proposal to purchase Cuba from Spain for $130 million. Also, if Spain seemed uninterested, Cuba would be seized by force. This plan seemed to fade away, however, Stephen A. Douglas had the annexation of Cuba in his 1860 platform.
Platt Amendment
Cuba was a US territory at the time. They did have designs on Mexico as was indicated in the so-called Zimmermann Telegram which was a coded or crypto document- and it was rapidly solved by the Yanks!
Teller amendment?
The Ostend Manifesto of 1854 is your answer. Buchanan helped to write it while he was serving as US Minister to Great Britain under President Pierce.
