Israel is important to Jews because it is their homeland where Avraham (Abraham) was commanded to move by G-D. It was in those days called "Canaan" and that is also where the 12 Tribes of Israel were, and Israel was commanded to live there by G-D.

Jews have continued to be on the move throughout the various centuries, settling where invited and fleeing where persecuted.
Certainly. The Non-Jew need only Israeli Consulate or Embassy and ask what forms are requisite to make the move, which may differ if it is based on work, studies, or personal reasons. Since the person is non-Jewish it would be significantly harder to gain citizenship once he moved to Israel, but there is nothing preventing foreign non-Jews from becoming Israeli Residents and contributing to Israeli society.
