This is the Law of the Sea - a United Nations Convention. Most nations claim 200 nautical miles out from their coast, or if adjacent to another soverign nation half way between. Claims can be extended further by demonstrating continuity of continental crust (not oceanic). This is what is happening in the Arctic between USA, Canada, Russia and Denmark (for Greenland). The stakes are high as rights such as fishing, oil, minerals, navigation etc are up for grabs.

Australia's marine zone is as large as the continent above the sea itself.
