I presume that Hong Kong uses 999 because that is the Emergency Services number in Britain, and we all know that Hong Kong was once a colony of Britain. I suspect that's the same reason we also drive on the left in HK.
Hong Kong, once a British colony and now the Hong Kong Special Administrative Region, has no capital city. Earlier in history Victoria City was commonly referred to as the capital of Hong Kong because almost all government departments are headquartered there. Incidentally the former district of Victoria is known now as Central and is the financial hub of Hong Kong

The city on the coast of China that once belonged to the United Kingdom is Hong Kong. Many of the citizens of Hong Kong were concerned that they would lose basic freedoms under Chinese control. While they were under British control, they enjoyed certain societal, religious and economic freedoms that they could not be sure of retaining under China. Their best option, as they saw it, was to escape to westernised nations. Many people immigrated to other countries because there was a lot of uncertainty about how useful a Hong Kong issued British National Overseas (BNO) Passport would be once Hong Kong became part of China. A lot of people wanted to become a citizen in another country like Canada or the United States so that if there were any problems or major issues during or after the handover, they could leave the Hong Kong without fear of repatriation or Visa issues.
