However, Russia has claimed territory from Ukraine based on a referendum that did not meet the standards required by international law, and Russia appears to be illegally assisting Ukrainian rebels who are aligned with Russia against the Ukrainian government.
The capital is Kiev. Sevastopol is disputed between Ukraine and Russia.
