Pennsylvania's state flag is composed on a blue field with the state Coat of Arms in the center and draft horses on either side of the seal and an eagle on top of the seal. There is a scroll at the bottom which reads, "Virtue, Liberty, and Independence".
It has two horses on the sides and in between the horses is an amulet type of shape and above the amulet shape is an eagle. At the very bottom of the page are the words petrude, liberty, and freedom in wavy red lines.
